Kealan Flynn & Co was retained by the East Coast Regional Drugs Task Force to review, analyse and evaluate the inputs, outputs, outcomes, effectiveness and efficiency of the regional drugs programme and individual projects funded under the National Drugs Strategy 2004-2009.

Solution

We reviewed, analysed and evaluated each project along five dimensions:

• Focus
• Rationale & Relevance
• Aims & Objectives
• Implementation
• Outcomes

We also identified serious deficiencies in the organisation and management of the regional programme and recommended radical changes to put it back on track.

Outcome

Kealan Flynn & Co’s independent analysis and evaluation has provided a necessary baseline of information to enable the East Coast Regional Drugs Task Task Force to identify funding priorities and allocate resources among projects in the context of the National Drug Strategy 2009-2016.
